Federal Deputy and Secretary of Energy and Sea Economy for the State of Rio de Janeiro, Hugo Leal is also a lawyer, economist, and composer. He has a vast curriculum, having served as President of the Department of Traffic of the State of Rio de Janeiro (Detran-RJ), Secretary of State for Administration and Restructuring of Rio de Janeiro, and Secretary of State for Justice and Citizen Rights of Rio de Janeiro. Graduated in Law from the Universidade Federal do Rio de Janeiro (UFRJ) and in Economics from Faculdade Candido Mendesy, he was the rapporteur of Provisional Measure No. 415/08 which was later transformed into Ordinary Law No. 11,705, popularly known as the “Lei Seca.”
