Celso Pansera is the president of Finep, holding a degree in Portuguese Literature from the State University of Rio de Janeiro (UERJ) and a postgraduate degree in Administration and School Supervision from Cândido Mendes University. From 2015 to 2016, he served as the Minister of Science, Technology, and Innovation. One of the highlights of his tenure was the Legal Framework for Science, Technology, and Innovation, sanctioned by President Dilma Rousseff in early 2016, which promotes a series of actions to incentivize research and the Brazilian scientific and technological development, aiming to bring the university closer to the private sector.
