Bruno Portela is a distinguished member of the Board of Directors at EMBRAPA, holding a significant history of legal consultancy within the Brazilian government, specifically at the Ministry of Industry, Foreign Trade and Services (MDIC) and the Ministry of Science, Technology and Innovation (MCTI). As a Federal Attorney and a member of the Federal Attorney General’s Office, Portela brings extensive legal expertise to his roles. He earned his law degree from the University of Fortaleza – UNIFOR, and has completed postgraduate studies in Public Law at the University of Brasília – UnB and in Public Management at the Getúlio Vargas Foundation – FGV. Portela also serves as Fiscal Counselor for the National Bank for Economic and Social Development (BNDES), the Binational Company Alcântara Cyclone Space – ACS, and the Brazilian Agency for Industrial Development – ABDI. He has played a crucial role in the formulation of key legal frameworks for innovation in Brazil, notably the Constitutional Amendment No. 85/2015, the Law of Innovation, and the Legal Framework for Startups and Innovative Entrepreneurship.
